Finance & HR Support Officer

Applications are invited for the part-time (18.5 hours) post of Finance and HR Support Officer (FSO) with East Midlands Reserve Forces and Cadets Association (EM RFCA) to work within EM RFCA Headquarters at Triumph Road, Nottingham, NG7 2GG. The successful candidate will be expected to reside within a daily travelling distance of the EM RFCA HQ.

EM RFCA Role and Responsibilities

EM RFCA is responsible for managing and maintaining the Army Reserves and Cadet premises across the East Midlands and contributes to wider Ministry of Defence (MoD) outputs. We play a leading role in strengthening the environment for the Armed Forces through building relationships with local communities and employers.

We help deliver the MoD’s youth support programme through the MoD-sponsored Cadet Forces, providing opportunities for young people to reach their fullest potential, irrespective of background. We are also responsible for engaging with Reservists’ employers, supporting Reservists and Cadets, and assisting with the recruitment of Army Cadet Force Adult Volunteers.

General Description of the Role

The Finance and HR Support Officer plays an important role in ensuring the organisation’s effective financial management. Working 18.5 hours per week, you will oversee purchase and sales ledger processing, manage payment runs and payroll administration, maintain accurate records within SYMPHONY, and support cash flow monitoring and audit preparation.

You will also provide valued HR administrative support, including maintaining personnel records and assisting with recruitment and performance review processes. The 18.5 hours will be worked across the working week, and the Association is willing to discuss flexible arrangements with the successful candidate.

You will need to be a dependable and detail-oriented professional with experience in finance or accountancy administration. You take pride in accuracy, enjoy working methodically, and are confident managing your workload independently within a part-time schedule. With strong IT skills, particularly in Microsoft Excel, you are comfortable handling financial data and sensitive HR information with discretion and integrity.

You bring a positive, solutions-focused mindset, strong communication skills, and a willingness to contribute to continuous improvement. Previous public-sector, MOD, or HR administration experience would be advantageous.

Terms and Conditions

The successful candidate will be employed by EM RFCA as a Crown Servant, Pay Band Executive Officer (EO) equivalent, at £15,518 (pro-rata).

Annual leave, excluding public holidays, is 25 days per annum (full-time equivalent), calculated on a pro-rata basis in line with days worked, rising to 30 days after five years’ service. Previous HM Armed Forces service or public sector service will count towards qualifying years of service.

The successful candidate will be eligible to join the Council of RFCA’s Pension Scheme which operates on a Career Average Revalued Earnings (CARE) in which the employer contribution is 13% and the employee contribution 5%.

Probation

The appointment is for an initial probation period of 6 months, and final confirmation of your appointment is dependent upon the satisfactory completion of this probationary period.

CCF School Staff Instructor

Oundle School is seeking an experienced, military-oriented CCF School Staff Instructor to support the organisation and delivery of a wide range of activities across the Army, Royal Navy, and Royal Air Force sections of the Combined Cadet Force.

The role

This position provides a unique opportunity to deliver instruction and professional advice on military matters, and to ensure the safe conduct of all CCF activities in accordance with Ministry of Defence (MOD) regulations and guidance.

Significant experience as a Senior Non- Commissioned Officer (in a relevant role) is an essential requirement for this role.

The School offers pupils aged between 14 and 18 the opportunity to experience a range of opportunities within the Army, the Navy and the Air Force, through its Combined Cadet Force (CCF) operation.

It is one is one of the largest in the country at over 400 strong, and comprises six Sections (RN, Army, RAF, AT, F&R and Marching Band). It is compulsory for all Fourth Form pupils and runs frequent off-site training exercises and activities.

Hours of work: Average of 40 hours per week, to be worked according to the needs of the role.

Salary: £39,000 – £41,000, dependent on experience.

General Description of the Role

Lincolnshire Army Cadet Force is seeking to appoint a proactive and organised Cadet Quartermaster (CQM) to provide an effective logistics, estates and safety management service in support of cadet training across the county.

Reporting to the Cadet Executive Officer (CEO), the postholder will be responsible for the management and accountability of stores, equipment, vehicles, weapons, ammunition, and rationing in accordance with MOD policy and procedures. The role also includes oversight of health and safety, facilities management and support to cadet activities and training events.

Key responsibilities include:

  1. Managing and accounting for all county stores, equipment and transport assets.
  2. Leading and supervising Cadet Stores and Administration staff.
  3. Acting as the County lead for Health & Safety, Fire Safety, COSHH and Risk Management.
  4. Coordinating estate maintenance, contractor access and facilities compliance.
  5. Act as the unit Motor Transport Officer, managing vehicle servicing, inspections and fleet records.
  6. Supporting the planning and delivery of cadet activities, camps and training events.
  7. Preparing for and supporting MOD audits and inspections.
  8. Liaising with MOD, RFCA and external stakeholders on logistics and compliance matters.
  9. Deputising for the CEO where required.

The successful candidate will demonstrate strong organisational and communication skills, experience in logistics or facilities management, and the ability to manage competing priorities within a regulated environment. Knowledge of MOD systems and procedures would be advantageous. This is an excellent opportunity to contribute to the delivery of a safe, effective and rewarding cadet experience across Lincolnshire.

Terms and Conditions

The successful candidate will be employed by EM RFCA with the status of a Crown Servant (Pay Band D-AHW) and the role attracts an annual salary of £34,949 per annum on an ‘All Hours Worked (AHW)’ contract at 42 hours and as such the individual is required to work up to a maximum of 47 1⁄2 hours per week, including lunch breaks, averaged out over a fixed 17 week period.

Annual leave, excluding public holidays, is 25 days per annum, rising to 30 days after 5 years’ service. Previous HM Armed Forces service or service in the public sector will count towards qualifying years’ service. Adult Volunteers are the lifeblood of the Cadet Forces, enabling young people in communities near you to learn new skills, overcome difficulty and become responsible citizens.

In total, there are more than 20,000 Adult Volunteers from Cadet Forces across the country. And while military experience is welcomed, it is not necessary.

Adult Volunteers also benefit from new leadership and team-building skills, confidence, and, in some cases, vocational qualifications linked to community, social action, and volunteering.
